However, again, the time frame involved, 2-4 years to <br />complete may not be compatible with County goals and needs. Agreed, the <br />concept -of long range monitoring for a period of 2-4 years is certainly <br />a good goal. Some of this proposed monitoring could be done by County per- <br />sonnel which would reduce the funding requirements of U.S.G.S.-and St. John's <br />River Mater Management District, thus reducing the overall funding necessary. <br />Information could be collected by County personnel and transmitted to the <br />applicable agency. <br />In general, the proposal is a very detailed proposal, and a good proposal. <br />However, the time frames involved and the overall funding levels involved may <br />warrant the request of proposals from the private sector of consulting hydrol- <br />ogists. Work which was accomplished in the South County area similar in nature <br />to that proposed by the U.S.G.S. was done in a much shorter time frame, and <br />ultimately the funding levels required for technical services'were less. <br />In any event, should the County decide to utilize the proposal submitted by <br />U.S.G.S., or should they request proposals from the private sector, we would <br />be in a position to assist the County through the development of a scope of <br />work and also be in a position to provide engineering services necessary to <br />interpret water resource data for the ultimate use in planning treatment systems. <br />Also, and in any event, we highly recommend the County move forward in a water <br />resource investigation for the remaining County areas. <br />cc: Mr. Jim Jones <br />Mr. Jim Beindorf <br />Mr. Neil A.
