Discussion followed regarding the Water Resources Study. <br />Commissioner Fletcher felt the cost of this study should <br />be borne by the new people coming into the County, and not those <br />that are here at present. <br />Chairman Lyons commented that we do not know whether or <br />not we have a particular problem with what exists today. There are <br />things happening that are degrading the water with the present <br />population, and he thought we ought to investigate this problem. <br />Motion was made by Commissioner Scurlock, seconded by <br />Commissioner Wodtke, that the Board accept the County Administrator's <br />recommendation as outlined in his memorandum of October 13, 1981. <br />A spokesman from the U. S. Geological Survey explained the <br />possibility of matching funds being available from the government. <br />Their organization requires going through several seasons to collect <br />the type of information needed for water research management, such <br />as river fluctuations, water use, and rainfall. He added that most <br />of the monitoring wells would be existing wells. <br />Discussion ensued regarding the Competitive Negotiation Act. <br />Mr. Robbins suggested the County would probably want to <br />invite firms to participate in this study rather than going through <br />the advertising process. It might be cumbersome getting engineering <br />firms involved in a water resource study, as this is a specialized <br />area. He felt the County may get a better response for ground water <br />hydrologists to do a hydrogeological survey. <br />Discussion followed, and it was determined that the County <br />does need the Mater Resources Study. <br />SOV 4 1981 36 <br />BOOK 48 PAGE 35 <br />
