Commissioner Scurlock commented that he would like to have <br />an inventory of launching sites for which the County is responsible <br />for refurbishing. <br />Administrator Nelson interjected that he would like some <br />recommendations from the Recreation Committee regarding this matter, <br />as well as the possibilities of using an area on State Road 512. <br />Frank Powers, interested citizen, discussed the need for <br />boat launching facilities on the river side of Round Island Beach <br />Park, and he presented a petition signed by residents in the area. <br />On Motion by Commissioner Scurlock, seconded by Commissioner <br />Fletcher, the Board unanimously agreed to refer this matter to the <br />Recreation Committee, and to have the Administrator develop a report <br />listing all launching sites built by the County and of the funds <br />available in the Florida Boating Improvement Program. <br />SEBASTIAN ANNEXATIONS <br />Planning Director Rever referred to an updated map showing <br />17 annexations in Sebastian since January, 1980. <br />Attorney Collins stated that a river is not a barrier for <br />the purpose of breaking up otherwise contiguous property. <br />Lengthy discussion ensued regarding the last annexation <br />in Sebastian, and if it created an enclave, action would have to be <br />taken within 30 days to reverse the annexation. <br />On Motion by Commissioner Bird, seconded by Commissioner <br />Scurlock, the Board unanimously authorized the Attorney to review <br />the last Sebastian annexation and if an enclave had been created, <br />determine what steps could be taken to reverse the annexation. <br />64 <br />Pou 4 PAGE 63 <br />J <br />
