Mr. Leedy noted that the bonds will be signed in <br />Orlando on November 24th, and it will be necessary for the <br />Chairman and the County Attorney to be present. The <br />Chairman must sign the bonds manually. <br />On Motion by Commissioner Wodtke, seconded by <br />Commissioner Scurlock, Commissioner Fletcher voted in <br />opposition, the Board by a 4 to 1 vote approved <br />out -of -County travel for the Chairman, the Attorney, and a <br />representative of the Finance Office to attend the bond <br />signing in Orlando on November 24, 1981. <br />DISCUSSION RE PROPOSED SENIOR CENTER <br />Chairman Lyons reported that there is the possibility <br />of obtaining funding of $200,000 or more for a Senior Center <br />for Indian River County, but it seems the unstable <br />conditions which have evidenced themselves at the local <br />Council on Aging might prejudice their ability to get the <br />money at this point. He noted that in some counties, the <br />county has been the sponsoring agent to arrange for the <br />financing. The Chairman did not want to see the money for <br />the Senior Center lost and felt we should take our chances <br />and try to get it for them. <br />Commissioner Wodtke reported that if the County made <br />the application, the County would receive the funds and the <br />County would own the building; however, the final <br />application must be filed within 30-45 days, and there is a <br />requirement for a 10a local match which amounts to <br />$27-29,000 and can be an in-kind match. Commissioner Wodtke <br />did not know what the position of the Council on Aging is on <br />being able to provide the 100 local match to receive the <br />funding. <br />Coordinator Thomas reported that the in-kind required <br />can be any type of service the County performs, i.e., <br />painting, landscaping, telephone - anything we participate <br />in either through labor or materials. <br />BooK 48 FACE <br />NOV 4 191 84 � <br />
