rNO V 4 1981 Boos 8 PArF <br />Commissioner Wodtke pointed out that if we do that, we <br />have to pay the money to do it, and he did not feel it would <br />be a typical in-kind donation. <br />Considerable discussion ensued about the controversy <br />revolving about the fact that a local facility apparently <br />has been contracted for already. It was noted that while <br />the Council on Aging would be allowed to buy a building, <br />they cannot have someone construct a building specifically <br />for them. <br />Eugene Cragg of the Council on Aging stated that there <br />was no contract; what occurred was that their former <br />Director had a contact with a builder who went ahead on his <br />own to build a structure which could be used by the Council <br />on Aging or anyone else who would buy it, and this builder <br />agreed not to draw up a contract until the building was <br />completed. <br />The Commission felt there was some sort of commitment <br />because apparently, if the money becomes available, the <br />Council on Aging intends to purchase that particular <br />facility. It was noted that if the County should pursue <br />this matter, they would have to go out for bids. <br />Coordinator Thomas stated that reason the Council on <br />Aging came to the County is that the County is the agency <br />which is eligible to apply for these funds, but the <br />Commission would have no obligation to be bound by any <br />commitment or follow any direction from the Council on <br />Aging. <br />In further discussion, it was noted that the <br />municipalities also could be eligible for these same funds. <br />Commissioner Wodtke noted that if these funds are <br />applied for and received, they can be used only for a Senior <br />Center. He wished to hear from the Council on Aging where <br />the match money is going to come from and also the money for <br />the on-going operation of the building. <br />� � r <br />
