0 <br />Nancy Roen, Corporate Counsel for General Development <br />Utilities, came before the Board. She emphasized that the <br />changes they are requesting relate only to costs associated <br />with new connections and the customers presently on the <br />system will not be affected. In regard to having an escrow <br />account re on-going maintenance, etc., that the utility <br />company was not able to respond to in a 30 -day period, Ms. <br />Roen noted that General Development is a large operation and <br />generally does not have any problems they cannot respond to <br />in 30 days. They have, however, posted a corporate <br />performance bond in Glades and Hendry Counties in the amount <br />of $100,000, and she felt this would be a fair figure. In <br />regard to filing financial data, she noted that they have an <br />audited financial statement which is reviewed by Peat, <br />-- Marwick & Mitchell and refers to the General Development <br />entity as a whole. <br />Charles Fancher, General Manager of General Development <br />Utilities, informed the Board that the proposed rates were <br />arrived at by doing an analysis of their costs. The plant <br />was based on cost per gallon, and the lines were done on a <br />foot basis. A factor was applied to the cost per foot to <br />come up with an average for the system in toto. He <br />continued that they last came before the Board in regard to <br />this particular rate in 1977 and then filed a rate case <br />based on 1978 operations. <br />Commissioner Wodtke asked if any of the residents were <br />notified of this hearing, and Mr. Fancher stated that they <br />have not notified any of the present customers because they <br />are not affected by the proposed change. <br />Commissioner Wodtke then inquired about their policy as <br />to people who purchased in this development years ago and <br />paid some money for rights to sewer and water. Mr. Fancher <br />stated that when they connect, those customers will pay the <br />current rate whatever it may be. <br />6� OV 4 1981 �oo� � P�cF 93 <br />94 <br />
