r NOV <br />4 1981 <br />BOAK 48 PAGE ioB <br />Chairman Lyons noted that the Property Appraiser is a <br />separate elected official, and the public has the right of <br />appeal if they do not agree with their assessment. <br />Finance Officer Barton continued that the budget for <br />the General Fund for 1981-82 is $7,926,578 while a year ago, <br />it was $7,358,533. Last year 59.94% was funded with ad <br />valorem taxes, and this year, 65.8% will be funded by ad <br />valorem taxes because of the state and federal sources of <br />funding we have lost. Mr. Barton then noted that the <br />T.R.I.M. notice that was sent to the general population for <br />the General Fund was asking for $5,361,000 in taxes, and now <br />the budget has been cut down to $5,216,000. The Notice sent <br />was at a millage rate of 2.6877 or $2.69 per thousand of <br />taxable value. We are now at the point of 2.615 mills per <br />thousand; last year it was 2.72. <br />William Koolage noted that the $400,000 loss in <br />Racetrack Funds actually was not a loss, but a reapplication <br />of those monies to take care of funding the renovation of <br />the County Administrative Complex. If these funds hadn't <br />been used in that manner, taxes could have been reduced by <br />that amount. <br />It was agreed that we did not lose these funds, but <br />their use has been obligated to the year 2001. The Finance <br />Officer explained that there was very serious talk on the . <br />state level in regard to taking away these funds; now that <br />they are obligated, if they were to be taken away, the State <br />would have to pay the bonds. It was further noted that the <br />State used to fund the counties for their loss from the <br />Homestead Exemption, but they no longer do this. Also, an <br />analysis was done, and it was determined there was a need <br />for additional space since we were renting space all over <br />town to take care of many offices, i.e, Public Defender, <br />State's Attorney, etc., and, therefore, the decision was <br />made to'take over the old hospital complex. <br />7 <br />
