Nelson, REFERENCES: <br />County Administr for <br />Itis recommended that the data herein presented be given formal consideration by <br />the County Commission in the form of a public hearing as advertised by Pubic Notice <br />for November 18, 1981. <br />DESCRIPTION AND CONDITIONS <br />The applicant is requesting that the C-lA Restricted Commercial zoning on 1.04 <br />acres of land be changed to R -2C Multi -Family Residential. The site is located on <br />Lot 125 in The Moorings, Unit Two. Other than an approximately Z acre Indian River <br />County owned lot directly north of the subject property, multi -family dwelling units <br />surround the site. These developments include: North Passage, which has 21 units <br />at 12.19 units/acre, to the north; West Passage, which has 31 units at 11.75 units/ <br />acre, to the south; and Harbour Side, which has 112 units at 14.9 units per acre, <br />to the east. <br />ALTERNATIVES AND ANALYSIS <br />A) Approve the rezoning of the 1.04 acres from C-lA to R -2C Multi -Family (12.1 units/ <br />acre). This would allow for the development of a maximum of 12 units on the site. <br />While lower densities are desired throughout the county, it should be recognized <br />that the subject property is surrounded by higher density developments. It also <br />should be pointed out that the overall development scheme within The Moorings is <br />approximately 2.19 units/acre (see attachment). The current C -1A Restricted Com- <br />mercial zoning is not appropriate for the site for several reasons: location, <br />surrounding land uses and potential adverse impact on surrounding property values. <br />B) Deny the request for rezoning, leaving the property as C-lA Restricted Commercial. <br />This zoning allows for various types of commercial uses, many of which could be im- <br />compatible with the surrounding area. • <br />Recommendation <br />A. That the 1.04 acre parcel be rezo.ned.from C -1A to R -2C Multi -Family Residential <br />(12:1 units per acre). The Planning and Zoning Commission unanimously approved the <br />recommendation at the public hearing of September 24, 1981. <br />B. That the ordinance effecting the rezoning be adopted. <br />
