REQUEST FOR REZONING OF 66 ACRES ANNEXED TO CITY OF <br />SEBASTTAN <br />The Board reviewed the following memo: <br />TO: The Honorable Xembers of the <br />Board of County-ComiAssioners <br />FROM: Neil Nelson <br />County Administrator <br />DATE: PIovember 9, 1981 FILE: <br />SUBJECT: Sebastian Annexation of 66 acres <br />0 <br />REFERENCES: <br />This is a response to a request from Mr. Rene',G, Van DeVorde to have Indian <br />River County relinquish its zoning authority on 66 acres of property annexed <br />by the City of Sebastian. It is recommended that the data herein presented <br />be given formal consideration by the County Commission. <br />Description & Conditions <br />On June 17, 1981, the City of Sebastian annexed approximately 66 acres of land <br />currently used as a fish farm and zoned under the county as Agriculture (1 unit/ <br />5 acres). The applicant will be requesting that the City establish a R-1, Sin <br />Family Residential zoning district and is petitioning the County to relinqui= <br />its zoning authority on this annexed property. <br />The subject parcel is located within the Sebastian Highlands $ubdi0sion and <br />fronts 3,460 feet of State Road 512. Sebastian Highlands is zoned R-1, Single <br />Family District by the City of Sebastian. <br />Alternatives & Analysis <br />A) Relinquish zoning authority on the annexed property. This alte'lnative would <br />allow the applicant to proceed with his rezoning request with the City of <br />Sebastian. The County would, under this alternative, relinquish the agricul- <br />tural zoning that is currently existing. <br />The proposed County Comprehensive Plan had designated this property LD -1 <br />(maximum density of 3 units/acre). This annexation is a "squaring off" of <br />the Sebastian City limits. <br />The area is presently located such that it is surrounded on three sides by <br />extensive R-1 zoned land in an established subdivision. <br />B. Maintain zoning authority on the subject property. This alternative would <br />keep the 66 acre parcel in agricultural use for up to two years, The County, <br />under Florida Annexation Laws, can maintain the present zoning for a period <br />of up to two years before the applicant or the City can rezone the parcel to <br />another use. <br />Recommendation <br />Relinquish zoning authority on the 66 acre annexed parcel. <br />39 <br />NOV 181981 <br />WK � PAGE 70 <br />
