SECTION 9 <br />A new Section 11(A), entitled "RM -8, RM -10 and RM -14: Multiple Family Residen- <br />tial Districts" is hereby adopted and shall read as follows: <br />SECTION 11(A). RM -8, RM -10 and RM -14: MULTIPLE FAMILY RESIDENTIAL DISTRICTS <br />A. PURPOSE AND INTENT. <br />The RM -8 and RM -10 Multiple Family Residential Districts are established to <br />implement the Indian River County Comprehensive Plan policies for managing <br />land designated for medium density residential development, MD -1 and MD -2, <br />respectively. The RM -14 Multiple Family Residential District is estab- <br />lished to implement the Comprehensive Plan designation described in the <br />land use policy for managing land designated for residential development <br />within the Gifford mixed use (MXD) area. Residential development within <br />these multiple family districts is intended to accommodate a broad range of <br />structure types and requisite community facilities. <br />The density of residential development intended to be permitted within the <br />RM -8 district is up to a maximum of eight (8) units per acre, consistent <br />with the MD -1 Comprehensive Plan designation described in the Land Use <br />Element. The RM -10 district is intended to accommodate a density up to a <br />maximum of ten (10) units per acre consistent with the MD -2 Comprehensive <br />Plan designation described in the Land Use Element. Finally, the RM -14 <br />district is intended to accommodate a density up to a maximum of fourteen <br />(14) units per acre, consistent with the Gifford Mixed Uses District (MXD) <br />designation described in the Land Use Element of the Comprehensive Plan. <br />B. PERMITTED USES. <br />In the RM -8, RM -10 and RM -14 Multiple Family Residential Districts, no <br />building or structure shall be erected, altered or used, except for one or <br />more of the following. Site plan review shall be required for all uses <br />except single family dwellings, pursuant to the provisions of Section 23. <br />1. Residential Uses. <br />- Duplex <br />- Multiple Family Dwellings <br />- Single Family Dwellings <br />2. Institutional Uses. <br />- Foster Care Facilities <br />- Group Home, Level I <br />3. Community Service Uses. <br />- Emergency Services <br />4. Recreation Uses. <br />- Parks and Playgrounds Open to the Public <br />C. USES REQUIRING ADMINISTRATIVE PERMITS. <br />The following uses shall be permitted in the RM -8, RM -10 and RM -14 Multiple <br />Family Residential Districts, subject to the specific use criteria estab- <br />lished in Section 25.1, "Regulations for Specific Land Uses" and review <br />procedures established in Section 25.2, "Review of Uses Requiring Admin- <br />istrative Permits". <br />1. Institutional Uses. (Section 25.1(C)) <br />- Child Care or Adult Care Facilities <br />- Group Homes: Level II and Level III <br />- Places of Worship <br />D.
