2. Compatibility with Surrounding Land uses. The proposed use and its <br />location shall be compatible with surrounding land uses and the <br />general character of the area, based on consideration of such poten- <br />tial impacts as traffic generation, drainage, nuisance impacts, <br />lighting, appearance, effect on property values, and other factors <br />potentially impacting the character and stability of the surrounding <br />area. <br />3. No Adverse Impacts on Public Health, Safety, and General Welfare. The <br />proposed use and its location and method of operation shall promote <br />the public health, safety, and general welfare. The proposal shall <br />include landscape and structural improvements, public facilities, <br />methods and operational procedures, required to effectively mitigate <br />against potential negative impacts. <br />4. Promote Orderly Development. The use and proposed location shall <br />promote orderly and efficient development considering such factors as <br />impact on public facilities, preserving integrity of the neighborhood, <br />avoidance of excessive proliferation of a special exception use within <br />a part of a zoning district and similar factors impacting orderly <br />development of the area. <br />I. SPECIFIC CRITERIA FOR REVIEW OF SPECIAL EXCEPTION USES. <br />In addition to satisfying the general criteria for <br />uses as established herein, a special exception <br />satisfy the specific criteria for the particular <br />Section 25.1, "Regulations for Specific Land Uses". <br />-63- <br />reviewing special exception <br />use must also be found to <br />land use, as established in <br />
