or improved traffic control devices; or other such <br />improvements may be required in order to maintain Level <br />of Service standards. Accel and de -el lanes which are <br />required shall be funded by the applicant. The appli- <br />caht may be required to fund and/or install other <br />necessary improvements or provide a legal assurance, <br />such as a performance bond or other surety approved by <br />the County Attorney, prior to the issuance of a build- <br />ing permit. <br />g. Timing of Traffic Impact Analysis: Relationship to Site Plan <br />A royal. <br />An applicant may receive site plan approval prior to the <br />completion of the traffic impact analysis on the condition <br />that the applicant will comply with the findings of the <br />Public Works Director. <br />h. Traffic Impact Analysis File. <br />The Public Works Director shall maintain a file of all <br />traffic impact analyses, including the data and methodology <br />utilized. The County shall provide information and data, <br />when available, in order to prevent duplication of efforts <br />and unnecessary costs. <br />3. Paved Road Requirements. <br />(RESERVED) <br />4. Intersection Design. <br />The following location and design criteria shall apply to inter- <br />sections: <br />a. Acceleration, deceleration and/or turning lanes shall be <br />provided by the applicant at intersections of arterial or <br />collector routes if projected traffic entering the site <br />equals or exceeds sixty (60) vehicles in the peak hour or <br />one thousand (1000) vehicles per day for right turn and/or <br />left turn movements. <br />b. The first point of access to a marginal access road from a <br />primary collector or arterial street shall be at least three <br />hundred thirty (330) feet frc,7 the intersecting right-of-way <br />lines of arterials shown on the Indian River County Thor- <br />oughfare Plan with subsequent intervening access points <br />being at least six hundred sixty (660) feet from the inter- <br />secting right-of-way lines, unless otherwise approved by the <br />Public Works Director and the Planning and Development <br />Director. <br />C. Median access points on arterial roads shall be allowed only <br />at intersections of other arterial roads, collector roads or <br />marginal access roads. Deceleration lanes may be required. <br />Additional access points may be permitted if deemed neces- <br />sary by the Public Works Director. <br />d. On any arterial or primary collector road, the required road <br />right-of-way width may be increased by up to twelve (12) <br />feet, if deemed necessary by the Public Works Director, <br />within two hundred fifty (250) feet of the intersection with <br />another arterial or primary collector in order to facilitate <br />proper intersection design or improvements. <br />5. Intersection Radii. <br />a. At intersections, rights-of-way shall be joined by arcs <br />tangent to the right-of-way lines and having a radius of at <br />least twenty-five (25) feet. <br />-18- <br />
