At the end of a cul-de-sac, the right-of-way line on the <br />outside of the turning circle shall be joined to the <br />right-of-way line along the street by arcs having a radius <br />of at least twenty-five (25) feet. <br />6. Street Side Swales. <br />All swales in street rights-of-way shall: <br />a. comply with standard County specifications and have a side <br />slope no steeper than 3:1; <br />b. leave at least eight (8) feet of shoulder width on each side <br />of pavement; <br />C. be designed to accumulate and carry water pursuant to a <br />stormwater and flood protection plan in a manner that will <br />not flood street pavement; <br />d. be sodded in right-of-way along the full frontage of the <br />development unless otherwise approved by the Public Works <br />Director; <br />e. be bridged with a mini -.j7 fifteen (15") inch diameter <br />culvert, terminated with a 7itered end section or head wall <br />as determined by the Public Vorks Director, at all access <br />points. <br />7. Street Names and Numbering Syste.-t. <br />New streets which are extensions of existing streets shall uear <br />the number of the existing street. All others shall be numbered <br />with the approval of the Indian, River County Planning and Devel- <br />opment Division in conformance with County policy, in no case <br />shall a name for a proposed street duplicate or closely approxi- <br />mate an existing street name. The Planning and Development <br />Division shall notify all interested agencies, including the <br />postal service, the Sheriff's Departs-ent and 911 Emergency <br />System, of street nar;e changes or near streets . The Planning and <br />Development Division shall issue all address and numbering <br />systems in conformance with the County grid system. <br />8. Traffic Control Devices. <br />The design of traffic control devices shall be in conformance <br />with the "Manual of Uniforn Traffic Control Devices" and shall be <br />provided as required by the Public liorks Division. <br />9. Sight Distance. <br />All developments shall comply with the sight -distance specifica- <br />tions contained in Chapter 131, "Landscaping". <br />10. Access Control. <br />a. General Standards for Regulating Driveway Locations. <br />The following general criteria shall be used in evaluating <br />the adequacy of proposed driveways for all uses requiring <br />site plan approval, except single family dwellings. <br />i. Sites located at intersections shall access onto the <br />roadway having the lower functional classification. <br />The applicant may be permitted to access onto the <br />higher classification roadway if the Public Works <br />Director determines that such access would result in an <br />improved traffic circulation pattern. <br />ii. Drive-in facilities having one window or bay shall have <br />sufficient on-site storage to accommodate a minimum of <br />five (5) queued vehicles, or 100 feet.
