-- meet or exceed the minimum material and construction <br />specifications of Indian River County standards; <br />-- be located on one side of the street <br />-- be separated from the street pavement by a ten (10) <br />foot wide safety strip (minimum); if protected by curb <br />and4gutter, they shall be separated by at least six (6) <br />feet; <br />-- have a curb cut and ramp at least six (6) feet wide at <br />all intersections; and <br />-- be constructed in accordance with the "Bicycle Facil- <br />ities Planning and Design Manual (current edition) <br />prepared by the Florida Department of Transportation <br />Alternative Specifications. <br />Where any of the above specifications are impractical or <br />impossible to implement, the applicant, with the concurrence <br />of the approving body, may substitute suitable alternative <br />specifications described in the above referenced Design <br />Manual. <br />Identification. <br />Bikeways shall be posted or identified by pavement markings <br />approved by the Public Mor1.s Director. <br />23.3 F. Natural Resource Protection <br />Environmentally Sensitive Areas. <br />In recognition of the unique natural resources within Indian <br />River County, and the need to protect the natural ecosystem, the <br />Comprehensive Plan established land use policies to protect and <br />preserve environmentally sensitive areas, including: wetlands, <br />(as defined by the Fish and Hildlife Service, "Classification of <br />Wetlands and Deepwater Habitats of the U.S.") unique natural <br />habitats and areas with extensive -angrote growth. ThP Indian <br />River County Cor+prehensive Plan Land Use Map identifies the <br />general boundaries of major environ-entally sensitive areas. <br />Identification of Wetlands. <br />The Indian River County Co'prehensive Plan, "recognizes that <br />environmentally sensitive areas exist within the County that <br />are not shown on the nap, either through oversight or size, <br />and cannot be graphically displayed on the Land Use Map". <br />Wetland areas shall be identified by a surrey at the time of <br />site plan review on a site -by -site basis by utilizing the <br />following criteria: <br />Analysis of Vegetation and Wildlife. At least period- <br />ically, the land supports predominantly hydrophytes <br />(i.e., vegetation adapted to aquatic conditions) and <br />wildlife common to wetland areas. <br />ii. Analysis of Soil Types. The substrate is predominantly <br />undrained hydric soils, as defined in the Soil Survey <br />of Indian River County. <br />iii. Duration of Surface Water and Elevation of Water Table. <br />The substrate is nonsoil and is saturated with water or <br />covered by shallow water at some time during the <br />growing season of each year. <br />Representatives of the Department of Environmental Regu- <br />lation, Army Corps of Engineers, St. John's River Water <br />Management District, Soil Conservation Service, Indian River <br />County Mosquito Control District, Florida Game and <br />Freshwater Fish Commission, and other applicable agencies <br />will be contacted for assistance in identifying environ- <br />mentally sensitive areas. <br />-24- <br />
