INDIAN RIVER COUNTY ORDINANCE NO. 85-55 <br />AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN <br />RIVER COUNTY, FLORIDA, AMENDING APPENDIX A OF THE CODE OF <br />LAWS AND ORDINANCES, KNOWN AS THE ZONING CODE, BY CREATING, <br />SECTION 14, "R-BCID: BLUE CYPRESS IMPROVEMENT DISTRICT; <br />PROVIDING A PURPOSE AND INTENT STATEMENT; ESTABLISHING <br />PERMITTED USES, SPECIAL EXCEPTION USES, AND ACCESSORY USES <br />AND STRUCTURES WITHIN THE DISTRICT; SETTING FORTH DIMENSION- <br />AL REGULATIONS, PERMITTED SIGNAGE, REGULATIONS FOR WALLS AND <br />FENCES, AND MINIMUM OFF-STREET PARKING REQUIREMENTS; STIP- <br />ULATING COMPLIANCE WITH MAP OF RECORD, MOBILE HOME UNDERCAR- <br />RIAGE SKIRTING, CENTRAL WASTEWATER FACILITIES, AND FLOOD <br />PROTECTION; APPLICABILITY OF CODE; AND PROVIDING FOR REPEAL <br />OF CONFLICTING ORDINANCES, CODIFICATION, SEVERABILITY, AND <br />AN EFFECTIVE DATE. <br />NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY C01M-MISSIONERS OF INDIAN <br />RIVER COUNTY, FLORIDA, that: <br />SECTION 1 <br />Section 14, entitled "R-BCID: Blue Cypress Ionprovezent District", is hereby <br />incorporated into the Zoning Code and shall be read as follows: <br />"SECTION 14. R-BCID: BLUE CYPRESS INPK07EME4T DISTRICT <br />14 A. PURPOSE AND INTENT <br />The R-BCID Blue Cypress Irprovement District is designed to implement <br />Comprehensive Plan policies for r,anaging development and resource <br />conservation within the Blue Cypress Irprove:-ent District as designat- <br />ed on the Comprehensive Plan Land Use Hap. Based on findings of the <br />County Environmental Health Depart.ent and the St. John's Water <br />Management District, the Co.-prehensive Plan irandates improvements <br />within this district and requires develop,-•ent of a land management <br />program guide development within the district. The expressed intent <br />of this district is to provide a regulatory framework for promoting <br />needed improvements within the district. <br />The R-BCID is intended to restrict development options in order to <br />avoid potential adverse impacts of continued uncontrolled development. <br />The R-BCID shall continue to accommodate residential and transient <br />housing needs of persons desiring to pursue water oriented recreation- <br />al activities on a periodic basis. The land use mix is restricted to <br />single family performance standards. The R-BCID is not intended for <br />use outside specified boundaries delineated on the Comprehensive Plan. <br />14 B. PERMITTED USES <br />In the R-BCID Blue Cypress Improvement District no building or struc- <br />ture shall be erected, altered or used, except for one or more of the <br />following. Minor site plan review shall be required for all new uses <br />on lots that are undeveloped as of the date of this ordinance, pursu- <br />ant to the provisions of Section 23. <br />1.
