In this manner, the same result is achieved while avoiding possible leqal <br />difficulties with modifications of the lease and also preserves flexibility <br />for the Board of County Commissioners to reconsider this matter in future <br />years. <br />A review of the file indicates an absence of certificate of insurance on the <br />premises. Brandenburg <br />County Attorneys --- <br />Mr. Zorc, Director of St. Francis Manor, came before <br />the Board and requested that the Commission adopt <br />procedures A through D as outlined and recommended by <br />Attorney Brandenburg. <br />Alison DeGenero, founder of the Neighbors Helping <br />Neighbors Program, wished to defend the dignity of St. <br />Francis Manor, its residents, its founder, and the community <br />that helped build it. He argued that while citizens need <br />the Commission's help in big things, tax dollars, whether <br />federal, state or county, should not be used in areas where <br />the community can help. He urged that the Board not deny <br />the community the privilege of carrying its own weight in <br />this particular area. <br />Commissioner Wodtke noted the presentation made is that <br />the money would be used to provide meals for those who could <br />not afford them. If there are individuals throughout the <br />county who are needy and cannot be provided for, <br />Commissioner Wodtke believed Welfare can verify this and <br />felt that the taxpayers would be willing to assist in some <br />way, but he was not receptive to actually altering the <br />lease. <br />Mr. Zorc stated that he essentially agreed with the <br />tenor of Mr. DeGenero's remarks, and St. Francis Manor was <br />8 FAA27 <br />DEC 16 198 1 <br />
