The fact is, however, <br />that the Commission does support many organizations <br />throughout the county; so, his thought was to ask for a <br />reduction of the lease. Since a recommendation was made to <br />relate this to a specific purpose, it was earmarked for the <br />meal program which is running at a deficit. Mr. Zorc <br />continued that they are asking only a dollar for a meal that <br />is costing them $2.00, and they have the checks they pay <br />Jubilee Catering to make up the deficit from what is <br />collected, which amounts to about $3,000 annually. <br />Discussion followed as to the need for financial <br />information, and a question arose as to the amount of rent <br />the residents are paying. <br />Mr. Zorc informed the Board that they submitted a <br />financial report prepared by their accountant for 1980 and a <br />budget for 1981-82 to Attorney Brandenburg and financial <br />information was submitted to Mr. Thomas. <br />Commissioner Fletcher noted that Attorney Brandenburg <br />apparently is recommending that instead of altering the <br />lease, we make this amount of money a donation, and Attorney <br />Brandenburg explained that in that way, difficulty with the <br />Statutes can be avoided; we would retain the flexibility to <br />look at this on a year to year basis; and those funds could <br />be specifically earmarked. <br />Motion was made by Commissioner Scurlock, seconded by <br />Commissioner Fletcher, to follow the course of action <br />recommended by Attorney Brandenburg, designating the <br />specific purpose as subsidization of the meals program, to <br />be rechecked on an annual basis at budget session, plus <br />requiring an annual report as to how and who benefited from <br />the funds, and to approve the following budget amendment: <br />ACCOUNT NAME ACCOUNT NO.
