ALTERNATII'ES AND A\LUYSIS <br />A meeting was held with the property, oi,,ners of 14th Avenue on D --c. 1, 1981 <br />at the Road and Bridge Dept. All but t .o (2) mv-ners were present. The project <br />design was discussed, the proposed resolution was read, and the cost estimate <br />was presented. No objections were voiced. As a result of that meeting, the <br />staff presents the following Alternatives for consideration by the Board. <br />Alternative # 1 <br />Approve adoption of the proposed Resolution which contains the following: <br />1) Estimated cost of improvements is $ 9 , 9 81:.8 3 ,of_ which 75 6 or <br />$7,486.36 is to be assessed to the property owners and $2,495.45 is <br />to be paid by the County. <br />2) Special Assessments shall be collected by the Office of the Tax <br />Collector in two (2) annual installments with interest established <br />by the Board of Colony Commissioners. The County Finance Director <br />rece::unends 12'0 interest per annum. <br />The impact this alternative would have includes funding $2,495.45 from <br />budgeted Road and Bridge Department Account #004-214-541-35.39 (unencumbered <br />balance as of December 3, 1980 is approximarely 500,000), and a reduction <br />in maintenance costs for this road of $273. per year. There is an existing <br />culvert beneath 14th Avenue in the Indian River Farms Drainage District <br />sublateral canal which has deteriorated and should be immediately replaced. <br />This pipe has been ordered and will be installed -at the County's expense, <br />since it is needed regardless of paving improvements. This pipe will be sized <br />in accordance with the new blaster Drainage Plan. <br />Alternative # 2 <br />Deny adoption of the resolution. The impact this action would have in- <br />cludes delaying this project whicz ;las been requested since 1977 by a majority <br />of the property o,%ners. County maintenance costs of $273. per year for this <br />road would continue. <br />RECOM%E-NDATIONS ANBD FUNDING <br />It is recommended that, after consideration of the required public hearing <br />on the Project Resolution, the Board approve the following; <br />1) Adoption of the Project Resolution <br />2) Funding in the Amount of $2,495.45 from Road and Bridge Department <br />Account x004-214-541-35.39 (unencumbered balance approximately 500,000) <br />3) Establish the project interest rate of 12% per annum. <br />4) Schedule a Public Hearing for the first Board meeting in January to <br />consider the preliminary assessment roll as required by Special Assess- <br />ment Ordinance ##81-27 <br />Attorney Collins commented that we are not actually <br />holding a formal public hearing, but rather this is <br />regarding adoption of a Resolution which then calls for a <br />public hearing. <br />Mr. Davis reported that the preliminary assessment roll <br />has been prepared and there have been no objections. <br />Question arose as to when the property owners actually <br />are committed to this project and Attorney Brandenburg <br />DEC 161991 19 48 , . � : 33 <br />
