Description and Conditions <br />BOOK 48P� <br />The applicant is requesting that approximately 1/2 of a five acre parcel of land be <br />rezoned from R-3, Multi -Family Residential to C -1A, Restricted Commercial. The other <br />1/2 is currently zoned A -Agricultural. The site is located on the south side of <br />State Road 60, approximately 600 feet of 82nd Avenue. The configuration of the portion <br />of the property to be rezoned is long and narrow (approximately 165' X 600'). <br />Currently a vacant single family house lies on the otherwise wooded site. Greenbrier <br />Subdivision is located approximately 1,000 feet east of the site, and Ranchland 1,1,obile <br />Home Park is situated on the northwest corner of 82nd Avenue and State Road 60. East- <br />ward from 82nd Avenue, other than the Ranchland hIobile Home Park and an approximately <br />10 acre agricultural parcel, all property in the area fronting State Road 60 is zoned - <br />either C-1, Commercial or B-1, Planned Business District. <br />This strip, which extends beyond Interstate 95, contains approximately 400 acres of <br />Commercially zoned property and approximately 180 acres of Planned Business District, <br />much of which is undeveloped. There is also a C -1A, Restricted Commercial lot on <br />the southeast corner of 82nd Avenue and State Road 60 with an adjoining B-1, Planned <br />Business District to the east and south. Currently the commercial property is <br />developed, and the Planned Business District is vacant. <br />Alternatives and Analysis <br />A) Recommend approval of the rezoning request. Under this alternative, the R-3, <br />Multi-Family_(15 units/acre) district would be divided, temporarily creating a <br />spot zoning. The existing R-3 zoning, however, is not the most appropriate use <br />for this immediate area. The existing Zippy Mart is located approximately 400 <br />feet from the subject property. Because of its proximity to the Ranch Road/ <br />State Road 60 intersection, and its frontage on a major corridor (State Road 60), <br />this location is ideally suited for neighborhood commercial uses. Further, due <br />to two rezonings, Aristek Properties from R-1PM to R -IMP (8.7 units/acre) and <br />Village Green Mobile Home Park from A -Agricultural (1 unit/5 acres) to R -1114P <br />(8.7 units/acre), over 1,100 mobile home residences are potentially committed <br />to this area. <br />Under the proposed Comprehensive Plan, much of the 580 existing undeveloped <br />acres of corri:ercial zoning would be eliminated. Approval of this 'rezoning, com- <br />bined with a County initiated rezoning of the westerly portion of the R-3 distrc, <br />(600 feet in depth) would connect the Zippy Mart property and the subject pro- <br />perty into a unified corinercial district. <br />B) Deny the request for rezoning of the property to C -1A, Restricted Commercial. <br />This site lies in an area which has a substantial amount of commercial and <br />business zoning, much of which is currently undeveloped. <br />Recommendation <br />A) Recommend approval of the rezoning request for the portion of the property zoned <br />R-3, IMulti-Family Residential to C -1A, Restricted Commercial. The Planning and <br />Zoning Commission unanimously approved this recommendation in the public hearing <br />of October 22, 1981. <br />B) Recommend that the County Commission initiate rezoning of the R-3, Multi -Family <br />property immediately west of the subject property to C -1A, Restricted Commercial. <br />This additional recommendation is proposed by Planning staff. <br />Mr. Rever explained that if the Board would initiate <br />rezoning of the R-3 property immediately to the west of the <br />subject property to C-lA, it would provide an 8 acre <br />commercial neighborhood node as anticipated in the <br />44 <br />
