8,x <br />order for Mr. Rogers' group to be able to develop at the new <br />zoning, this would have to be modified to LD -2 at the <br />January.6th hearing. It was suggested that Mr. Rogers be <br />present at the January 6th hearing and request that the <br />Board consider this matter at that time. <br />Commissioner Bird emphasized that the Commission cannot <br />give any guarantees in regard to the Comprehensive Land Use <br />Plan and asked Mr. Rogers if he was freely volunteering the <br />restrictive covenant. <br />Mr. Rogers stated that he was because he trusted this <br />Board to treat him fairly. <br />Commissioner Fletcher brought up the fact that there is <br />a residential development on the south side of Orchid Island <br />which has a density of 2.6 and that the people living there <br />are dependent on their individual septic tanks and wells. <br />He noted that when the C-1 zoning originally was granted, <br />the County had no idea of its limited water resources. <br />Commissioner Fletcher continued that although he did not <br />wish to place Mr. Rogers and his associates in a bad <br />financial situation, his responsibility as a Commissioner to <br />make sure the resources of this county are used to the best <br />interests of those presently living here, necessitated that <br />he suggest the Rogers' property be rezoned to R-lA and <br />developed with single septic tanks and wells the same as the <br />property to the south. <br />Commissioner Bird pointed out that this would result in <br />about 54 deep wells rather than one large one, and noted <br />that we have already had experts testify that multi- family <br />developments use less water per capita. <br />Commissioner Scurlock stated that he also had specific <br />concerns re water, but the discussions he has had seem to <br />indicate that this development possibly could provide water <br />to alleviate problems for the rest of the island. He noted, <br />however, that this is not our concern at this point. <br />52 <br />� � r <br />
