JAN 61992 800K 43 fAc,r 429 <br />VERBAL REPORT ON 16TH STREET STATUS <br />Mike Orr, Traffic Engineer, came before the Board <br />and stated that the 16th Street study is on schedule, and a <br />written report will be available in February which will <br />include three items: the number of lanes on 16th Street; <br />intersection design, and traffic operations. <br />PETITION PAVING PROGRAM <br />The Board reviewed the following memorandum from <br />the Administrator: <br />TO: The Honorable Members of the <br />Board of County Commissioners <br />FROM: Neil X. nelson, <br />County Administrator <br />DESCRIPTION AND CONDITIONS <br />DATE: December 28, 1981 F1 LE: <br />JLEC T: Petition PavingProgram - Special <br />Assessment Ordinance <br />REFEREUCES: <br />On August S, 1981, the Board of County Connnissioners adopted Special <br />Assessment Ordinance 81-27 which is primarily intended to set forth the basic <br />requirements for the Petition Paving Program. There was no funding approved for <br />this program at that time. As a result of this ordinance, the Board adopted <br />Resolution #81-105 providing for the Paving,of.14th Avenue between 7th Street <br />and 8th Street at an estimated- cost of $9981.88 on Dec. 16,1981. At the samic time, <br />the Board requested the following information': <br />1) The•County Finance Director, via telephone prior to the December 16 <br />Board meting, reco;imended a 12% annual interest rate on time pad -,vents. <br />The Board requested justification for this amount. <br />2) A list of valid petitio;'`s received to date under the program. <br />3) A recommended funding amount to be set aside from the Road and Bridge <br />Department Materials Account 4004 -214 -S41 -3S.39 or alternative means to <br />pay for the cost of improvements during Fiscal Year 1951-82. This <br />amount must include seed monev which will be reimbursed by the benefitted <br />owners. Alternative funding recom�;.endations are also included. <br />4) An evaluation form for assigning project priority. This fora should be <br />used by the staff to nwnerically rate the need for paving and prioritization <br />can be recoimiended. <br />.ALTE2\:%TIVES A\'D k\MYSIS <br />The folloi;,ing valid petitions have been received as of Decel;ber 28, 19S1 <br />for the Petition Paving ProcTram <br />1) 14th Avenue from 7th Street to 3th Street - length of project nppro:�. <br />700' - estim,ted cost $9,981.SS. <br />2) 13th Place east of 27th Avenue - <br />- approximate cost - S6,000. - <br />12 <br />length of project approx. 300 l.f. <br />
