SOUTH BEACH IMPACT FEES <br />The Board discussed the following memorandum from <br />Utilities Director Liner. <br />TO: Neil Nelson DATE: January 15, 1982 F! LE: <br />County Administrator <br />Ie S__11 <br />FROM: Ge'oLge Liner <br />Utilities Director <br />SUBJECT- South Beach Impact Fees - <br />Deadline of January 15, 1982 <br />REFERENCES: <br />As of the end of the work day, January 14th, we have in hand <br />impact fees or letter of credit for a total of 206 units in the <br />south beach area. Aside from this I have had calls from about <br />three (3) out-of-state people who called me earlier this week and <br />said their impact fees are in the mail, that are not counted in <br />that total. There are other people that are concerned about the <br />January 15th deadline and not being able to get payments in until <br />next week. <br />Aside from those, I have been informed by Mr. Padgett and Mr. <br />Vara that they would be happy to pay for eighteen (18) connections <br />and ten (10) connections respectively in addition to those already <br />"paid for to make sure that we will reach the escrowed amount of <br />$790,000. As I understand it, their proposal would be based on <br />conditions that are established by the county attorney which if they <br />cannot be identified with a specific property, could be subject to <br />them purchasing additional property to be able to use those connections - <br />or else a condition where they can be returned to the county as needed <br />be to supply individual people who need those connections for their <br />properties. <br />It would be my suggestion to work out an arrangement for these <br />developers to have connections paid up to about 240 or 245 so that <br />the escrowed amount of funds would be entirely from developers and <br />customers rather than working with the county's money. <br />Administrator Nelson stated that January 15th was <br />a self-imposed deadline in order to receive the South Beach <br />impact fees. He continued that he would prepare a payment <br />list and submit it to the City of Vero Beach. Mr. Nelson <br />advised that the money would be put in escrow; this would <br />give <br />the City the go-ahead to <br />connect those who <br />make <br />an <br />JAN 2 0198.2- <br />48 <br />PAa564 <br />
