Lengthy discussion took place. <br />Attorney Brandenburg felt that because Mr. Salter <br />was selling the system to the County, he should have the <br />burden of showing exactly what he is selling. Mr. Salter <br />will be presenting the County with general warranty deeds to <br />the property; a list of the assets; and an indication of <br />where the utility lines are located. The Attorney stressed <br />that the key to this transation was the timing of the <br />financial arrangements. <br />Discussion ensued about financing. <br />Commissioner Wodtke was hopeful that the County, <br />as receiver, would be able to recover the costs incurred by <br />them in the amount of $35,000. He also mentioned the County <br />would be obtaining land in this sale, which would be of <br />value. <br />Attorney Brandenburg commented that he and the <br />Administrator had a long list of items that they felt Mr. <br />Salter should verify; the contract with him would have to be <br />reworked. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Bird, that the Board accept the recommendations <br />of the County Administrator as outlined in his letter of <br />January 14, 1982. <br />Commissioner Fletcher stated that he would vote <br />negatively, as he felt enterprise systems could provide cost <br />justification and not cause ad valorem taxes to be used. He <br />pointed out that in 1978 the total County debt was $750,000; <br />and with this transaction, our total debt will be $14 <br />million. <br />The Chairman called for the question.
