L-1 <br />Advantages: If this alternative is selected, Florida Land Company will dedicate <br />5 1 acres west of Jungle Trail to be used for conservation purposes. The bridge <br />will be dedicated to the County, thus allowing total County ownership and maintenance <br />control. Funds for operation and maintenance of the bridge will come from special <br />assessments to Florida Land Company and/or future residents. This point is still <br />in issue. <br />Selection of this alternative will result in erosion control to be provided by <br />Florida Land Company. <br />.Disadvantages: The County, by assuming complete ownership control, could have <br />complete responsibility for operation, maintenance, and any liability which may <br />occur in the future. The County would possibly need personnel to operate and <br />repair a bascule type bridge facility. The County must also insure that an <br />alternate loop road is provided for through traffic should the bridge be inoperable <br />for an extended period of time. <br />The placement of a bridge on Jungle Trail may detract from the intent to designate <br />the road a scenic drive, to be left in its natural state as recommended by the <br />Transportation Planning Committee on January 13, 1982. <br />Alternate C: Allow a cut in the present Jungle Trail roadway, and reroute Jungle <br />Trail around the proposed yacht basin. <br />Advantages: Selection of this alternative will provide the County with the following <br />opportunities: <br />1) Alleviate the potential concerns resulting from placing a bridge along the <br />existing route; <br />2) Keeping the rerouted Jungle Trail section in a "natural" state by requiring <br />Florida Land Company to landscape and buffer the section from development. <br />The County could also require that the section be -unpaved, thereby blending <br />in with the existing route. <br />3) Utilize the remaining road portion adjacent to the channel cut as passive <br />park area. The County, as a condition for allowing the cut, could require <br />Florida Land Company to dedicate and provide improvements to this park <br />area. <br />4)"'- Require that Florida Land Company dedicate the 5 ± acre parcel west <br />of Jungle Trail to either the County or private organization to be <br />utilized as a nature preserve; <br />5) Provide Florida Land Company with the responsibility with the east bank <br />erosion control as shown on the site plan. <br />RECOMMENDATIO <br />If the Board of County Commissioners choose to permit Florida Land Company to cut <br />a channel into Jungle Trail for the purpose of building a marina, staff recommends <br />that: <br />1) No drawbridge be placed on that cut. Florida Land Company should realign <br />the roadway around the basin site and dedicate the realigned section to <br />the County. 11 <br />2) The realigned section be constructed in a manner that conforms with <br />the remainder of Jungle Trail, receives appropriate landscaping and <br />buffer setbacks, and is designed in accordance with the design standards <br />approved by the County Department of Public Works; and <br />3) Florida dedicate two park areas to the County: <br />* A 5 ± acre site to be dedicated for conservation purposes <br />* A site where the existing road section lies <br />13 <br />JAN 27 19'8 2 noK 8 PAu- 661 <br />
