At issue are the impacts of excavation on the water quality of the Indian River. <br />Planning staff has elicited and received preliminary information from both the <br />developer and the Florida Game and Fresh Water Fish Commission. In reviewing this <br />information, it is the opinion of staff that the following concerns must be further <br />addressed and incorporated into the basin design: <br />1) The tidal exchange between the Indian River and the proposed basin - this <br />must be effective enough to allow proper flushing. <br />2) Wind circulation - this must be sufficient to create upwelling between <br />surface and bottom waters within the basin to provide proper circulation <br />oxygenation. <br />3) Culvert size - this must be sufficient to allow adequate water exchange <br />from the basin and the river. <br />4) Basin depth - this must be adequate to provide adequate exchange and <br />avoid chemical stratification. <br />5) Spill protection - an effective system must be incorporated into the <br />design to avoid accidental spills from entering open waters. <br />Alternative A: Disapprove the site plan as indicated on the design drawings. <br />The design drawings as shown, depict a drawbridge spanning a cut in Jungle Trail. <br />This alternative would allow open water access to the proposed yacht basin and <br />would place the County with the possible responsibility of operating and maintaining <br />the bridge. <br />The County, by assuming complete ownership control, could have complete responsibility <br />for operation, maintenance, and any liability which may occur in the future. The <br />County would need personnel to operate and repair a bascule type bridge facility. The <br />County must also insure that an alternate loop road is provided for through traffic <br />should the bridge be inoperable for an extended period of time. <br />Staff ois of the opinion that the drawbridge concept be abandoned. In lieu of <br />this, it is recommended that the applicant realign the roadway around the site <br />and dedicate the realigned section to the County. The realigned section would <br />be dedicated as an unimproved road to conform with the remainder of Jungle Trail. <br />The applicant should also designate landscaping along the realigned section and <br />designate an appropriate buffer between that section and the River Bend develop- <br />ment. <br />Staff also recommends that Florida Land Company dedicate, to the public, two park <br />areas: <br />* A 5 ± acre site west of Jungle Trail for conservation purposes <br />* A site where the existing road section lies. Dedication should include <br />that Florida Land Company provide passive recreation improvements to <br />the site. <br />If Florida Land Company modifies the site plan as proposed by staff, the plan <br />must seek a new site plan approval as indicated in Section 23 (g) Indian River <br />County Code of Ordinances. <br />Alternative B: Approve the site plan as submitted. <br />Approval of this alternative would allow the developer to build the yacht club as <br />shown on the design drawings and would place the County with the possible responsi- <br />bility of owning, operating, and maintaining the drawbridge. <br />37 <br />JAN 27198 �3 685 <br />
