He commented on the amount of time he and the Planning; Department staff <br />had spent, looking at past Accessory Uses that were allowed in the County <br />in that district,and that this would clearly fall into that category <br />of existing uses that had been established by this historical pattern. <br />Mr.. Brandenburg stated he did not feel the wording of <br />the Ordinance itself was basis enough for denial, or prevention for <br />this petition to go forward, on that basis. <br />The Chairman suggested having two votes; the first would <br />be whether or not to defer this to such time the County Commission could <br />establish policy on Jungle Trail, the bridge, etc.; and the second one <br />would be whatever their decision was, did they want to hear further site <br />plan information at this point? <br />Mr. Parent stated he would like to hear what the problems, <br />were. His reasons were having heard the recommendation from staff the <br />first time this was brought before them, he would now like to know how <br />they had been corrected and what needed to be done. <br />The Chairman called for a vote of each individual member <br />of the Board as to whether or not they wished to hear -the site plan <br />request, after Mr. Parent stated he wanted to hear them tonight instead <br />of waiting for the County Commission to decide on policy. <br />Mr. Brandenburg said there were three alternatives for <br />them to --look at: 1. To consider the entire presentation tonight; 2. <br />Defer the entire matter and not hear any presentation at all; 3. To <br />hear the presentation tonight, because the representatives had traveled <br />from Orlando, and defer action on the matter (table decision) until <br />such time the Commissioners decides the issue on the road and bridge. <br />Mr. Jones questioned the issue concerning the resolution <br />of the road and bridge, as it relates to the site plan, traffic patterns, <br />ingress and egress, etc. <br />Mr. Brandenburg answered there was more to it than that. <br />He stated it was a decision by the County Board of Commissioners whether <br />or not they wanted to allow a break in a publicly owned road, to access <br />a private marina for the use of a residential development. He said it <br />was a policy decision that had to be made by the Board of County Commis- <br />sioners, and not a legal decision as was eluded to earlier.
