soonFir ��s <br />JAN.27 19�� <br />recommendation, therefore, this Board's decision was contingent upon <br />the County Commission's approval. <br />Mr. Brandenburg corrected him saying site plans were approve( <br />and final at this Board, but that rezoning requests were recommended <br />for approval by the Commissioners, so there was a distinction between <br />the two. <br />Mr. Henderson stated the various approvals and permitting <br />procedures they would have to go through with different departments <br />in the government for this proposed site plan; and said this Board's <br />approval of their site plan contingent, in effect, on approval of a <br />dozen different agencies. 1� <br />Chairman Eggert corrected him by stating these other <br />agencies were outside our county. She said they must live under <br />the directions given to them by the County Commission. She asked <br />for Mr. Neal Nelson, County Administrator, who was sitting in the <br />audience, if he would comment on the length of time he felt it would <br />take for this site plan to come before the County Commissioners and <br />he said they had no meetings before January 6th, and perhaps would <br />be able to have this ready to be heard by the Commissioners at that <br />time. <br />The Chairman added it was quite possible this would appear <br />before them in January. <br />Mr. Rieder, of the Vero Beach Civic Association, addressed <br />the Board and questioned the need to go any further, if R-2 does not <br />allow, as a permitted use, this marina. <br />Mr. Brandenburg gave his analysis of the R-2 District, <br />as it related to this proposed use, he would be happy to do that, <br />but he felt it would be more appropriate for the Board to decide <br />whether or not they would hear this site plan or not. <br />The Board asked him to continue with his analysis. <br />Mr. Brandenburg said if they would look into the R-2 <br />District, they would find there are Accessory Uses; if they would <br />then go and look at the wording, as to what constitutes an A.ccessory <br />Use, they would find the definition to be very broad. The only way <br />to determine the allowable uses would be to look at the historical <br />pattern of what had been allowed as uses in the past. <br />
