E7 <br />Lengthy discussion followed regarding the powers <br />and duties of the office of the Administrator. <br />Commissioner Lyons summarized that the Board was <br />advising the Administrator of his responsibilities so that <br />there would be no question of his duties. <br />Commissioner Fletcher mused that he had a feeling <br />this act was going to change the County; at announced that <br />the slower human aspects were being given away to the more <br />functional aspects, and he had a hard time making that <br />transition. <br />Chairman Scurlock explained that they were trying <br />to bring on a professional staff, with the Commissioners <br />setting the policy. <br />Commissioner Bird interjected that he did not see <br />this giving the Administrator any greater powers. <br />Commissioner Lyons stated he failed to see the <br />anti -interference policy mentioned in the report given to <br />the Board. <br />Attorney Brandenburg assured him it would appear <br />,.in the ordinance. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Bird, that the Board authorize the Attorney to <br />prepare a suitable ordinance outlining the functions and, <br />duties of the County Administrator including an <br />anti -interference policy. <br />Chairman Scurlock stated that he had a problem as <br />the office of the Board Secretary is not shown on the <br />report; he believed they needed to delineate it in a much <br />more precise way. <br />Administrator Nelson concurred 100% that the Board <br />Secretary's office is growing and he did not see that those <br />duties would be reduced in the future.
