FEB 21992 <br />I <br />PUBLIC HEARING - WASTE MANAGEMENT, INC. - Continuation <br />The Board reviewed the following memorandum from <br />the Administrator dated January 28, 1982: <br />TO: The Honorable Members of the DATE: January 28, 1982 FI LE: <br />,Board of County Commissioners <br />FROM: Neil A. Nelson <br />County Administrator <br />DESCRIPTIONS & CONDITIONS <br />Public Hearing for Waste <br />SUBJECT: Management, Inc. of Florida <br />Transfer of Franchise <br />An application has been received from the Indian River Sanitation Service <br />requesting transfer of their franchise to Waste Management of Florida, Inc. <br />This change of ownership should have no effect on service or rates to current <br />customers. <br />The Indian River Sanitation Service has been in continuous operation since <br />they were granted a Franchise for garbage and trash service in the unincorpora- <br />ted areas of the County on October 3, 1975. <br />Waste Management of Florida, Inc. is a subsidiary of Waste Management, Inc. <br />the world's largest solid and Chemical Waste Management firm with revenues of <br />$656,000,000.00 in 1980. Waste Management, Inc. operates or has subsidiares <br />operating in over fifty (50) local governments in Florida. <br />Public Hearings were held December 16, 1981 and January 13, 1982. The <br />issues were tabled at both hearings due to insufficient information and the <br />desire of the Board for investigation of some allegations made by members of <br />the audience. <br />ALTERNATIVES & ANALYSIS <br />. Waste Management and Indian River Sanitation have furnished all informa- <br />tion requested by the staff. This material has been reviewed and meets with <br />general approval. The staff's requested information is as follows: Financial <br />information for Waste Management,*Inc. of Florida rather than Waste Management, <br />Inc., a list of litigation now pending, and a copy of the company's latest audit <br />report and the 10K filed with the Securities Exchange Commission a listing of all <br />local governments in Florida where they perform services. Indian River Sanitation <br />Service furnished a copy of their financial statement, and a copy of the purchase <br />agreement. (This information was furnished for the Public Hearings). <br />Harris Sanitation, a company owned by Waste Management, Inc. (800 N.W. <br />62nd Street, Ft. Lauderdale, Fl 33309) has applied for a franchise on tao <br />previous occasions. These applications were denied by the Board of County <br />Commissioners on both occasions (Aug. 20, 1975 and Feb. 11, 1981). A copy <br />of the minutes of those meetings was included in the back-up material for <br />the December Public Hearings. <br />The Public Hearings regarding the transfer of franchise ended without a <br />decision. Information requested has been obtained and is included, with a <br />copy of the minutes of the December 16, 1981 in the back-up material. <br />28 <br />
