Nelson <br />County Administrator <br />DESCRIPTION AND CONDITIONS <br />DATE: January 28, 1982 <br />FILE: <br />SUBJECT: Employment Office Closing <br />(A) <br />REFERENCES: MEMORArmuM - DEPARTMENT <br />OF LABOR AND EMPLOYMENT <br />SECURITY - Dated Jan. 6, 1982 <br />3 <br />As of 2-28-82, the Vero Beach office of the Florida State Employment <br />Service will close, due to cuts in federal funds (see Reference A). <br />This will force the Unemployment Compensation office to close also, <br />and its personnel transferred back to Fort Pierce. The Employment <br />Service personnel will be layed off. There will be no FSES or UC of- <br />fice in Indian River County. The closest office will be in Fort Pierce. <br />This forced closing of the offices will leave no place for unemployed <br />persons to go to get assistance in obtaining a job. Most prospective <br />employers can not afford continual newspaper advertising. Want -ads are <br />very limited in scope and not always able to describe in detail just <br />what the job entails or other facts that would show who could or could <br />not be eligible for that job. Employment agencies are just not able to <br />provide free counseling and referral. <br />Unemployment Compensation is an expense for employers, but it does help <br />the community and the employers indirectly. It is money that assists <br />persons to live on and provide for their family until they find employ- <br />ment. To obtain UC, the individuals must report in person every two <br />weeks or they do not get paid. No excuses are accepted. If the indivi- <br />dual does not get his or her money, then they turn to local welfare and <br />charity. As soon as employment is found, the payments stop and the em- <br />ployers are no longer taxed for that person. <br />The Employment Office has contacted the County Administrator requesting <br />that the Board of County Commissioners be requested to partially fund this <br />service in order to keep the office open. The county would fund the cost <br />for two (2) employment counselors and provide adequate office.space. The <br />state would provide furniture, equipment, telephone, supplies and staf <br />the Veterans counselor and unemployment counselor. �32`2�2��1���a <br />ALTERNATIVES AND ANALYSIS <br />A. The county not fund for the employment counselor position. If <br />this alternative is adopted then the office would close and the <br />employment office would locate in Fort Pierce and Melbourne. <br />B.. The county fund the employment counselor. The salaries for the <br />two (2) employment counselors would be $22,000 for the remainder <br />of this year and $40,000 for fiscal year 82-83. The previous <br />office space occupied by;the Veterans Service could be used to <br />house the Employment Service. <br />Advantages <br />1. The employment office service could be continued. <br />2. If funds are reirstated then the county would be. released <br />from its obligation to fund. <br />RECDITENDATION <br />A representative of the Florida State Employment Service will <br />be present at the Commissioners meeting to further discuss this pro- <br />blem.
