Status of County Adminstrator Position <br />Staff strongly supports the recommendation of a <br />County Administrator Ordinance <br />7. Administrative and Operating Procedures <br />Budget Preparation and Monitoring Procedures - The <br />Staff agrees with this procedure but would also like <br />to include a three (3) year transition period be <br />established as follows: <br />Year 1 - Finance works jointly with Staff to prepare <br />Administration budget. <br />Year 2 - Finance will Employ �a pers.on acceptable to <br />to the Administrator and County Commission to serve <br />in a training period for the position of Budget <br />Officer. <br />Year 3 - Office transfer of budget functions to <br />Administrator's <br />Committee Appointments - Staff recommends a change in <br />procedure related to malting apointments to various <br />committees.- Staff recommends Commission determine <br />the number, type and goal/reason for each committee; <br />standardize qualification; and ads could be placed <br />in various forms of local media. <br />8. County Administrator's Office <br />r. <br />With regard to problems in areas of records, office <br />structure, etc., the Staff prefers to continue present <br />efforts in this direction. <br />COUNTY ADMINISTRATOR <br />MAJOR FUNCTION <br />This is highly responsible administrative work set up in accordance <br />with Florida Statutes 125.73 and 125.74. <br />COUNTY ADMINISTRATOR: The administrator may be responsible for the adminis- <br />tration of all departments responsible to the Board of County Commissioners and <br />for the proper administration�of all affairs under the jurisdiction of the <br />Board, and shall have the responsibility and authority to: <br />(a) Administer and carry out the directives and policies of the <br />Board of Countv Commissioners and enforce all orders, resolutions, <br />ordinances, and regulations of the Board to assure that they are <br />faithfully executed. <br />(b) Report to the Board on action taken pursuant to anv directive <br />or policy within the time set b,v the Board and Drovide an <br />annual report to the Board on the State of the County, the <br />work of the Drevious year, and any recommendations as to actions <br />or programs he deems necessary for the improvement of the <br />County and the welfare of its residents. <br />FEB 21982 e c 48 m F:'7 71 <br />9 <br />
