FEB 17198 <br />BOOK 4 <br />ALTERNATIVES AND ANALYSIS <br />Staff met with the local Hyster representatives, in fact Hyster <br />sent their factory representative and a representive of H. F. Mason <br />Equipment Corporation to present the slide presentation viewed by <br />the Staff. As a result of that meeting the County's Staff agreed <br />to work with the Hyster representative in the establishment of a <br />field demonstration of their equipment. The following week Staff <br />scheduled the demonstration at the County Landfill. The H.F. Mason <br />Equipment Corporation failed on two occasions to meet the time <br />requirements that were initially agreed upon regarding the locating <br />of the equipment at the Landfill and on the day of the scheduled <br />test. This obviously caused the Staff concern about the backup <br />capability and the firms committment for meeting the servicing <br />criteria that would be imposed upon them. On Monday of this week, <br />February 8, the demonstration actually was performed. During the <br />demonstration period it became obvious to Staff that the Hyster <br />machine did not live up to expectations nor the committments as <br />expressed by the manufactures representative in terms of perfor- <br />mance. In fact, ;the machine did not adequately compact the land <br />at the Landfill and did become mired in the garbage. On the <br />second demonstration effort the Hyster machine had a malfunction <br />and they had to stop the demonstration because a heat or oil light <br />indicator came on which indicated a malfunction. On the third <br />attempt the°machine again failed to perform and meet the require- <br />ments as established by the County. Thus the County Commission has <br />two alternatives in terms of meeting the needs of the County Landfill <br />operation: <br />A. To approve the award of the bid to Kelly Tractor Incorporated <br />in the amount of $157,118.00, the Cash Purchase Price, or <br />the option of adopting IRC #110, Total Cost Bid, for <br />Caterpillar in the amount of $143,023.00. <br />B. Awarding of Bid ##109 on a Cash Purchase Price basis to <br />H. F. Mason Equipment Corporation for the Hyster Compactor <br />in the amount of $118,825.00. <br />RECOMMENDATIONS AND -FUNDING <br />It is Staffs recommendation that Bid IRC ##109 be rejected and that <br />Bid IRC #110, the Total Cost Bid in the amount of $143,023.00 <br />be awarded to Kelly Tractor Incorporated for the Caterpillar machine. <br />On Motion by Commissioner Fletcher, seconded by <br />Commissioner Bird, the Board unanimously rejected Bid #110, <br />(Total Cost) and awarded Bid #109, (Cash Purchase) to Kelly <br />Tractor Incorporated for a Caterpillar 4 -Wheel Landfill <br />Compactor, as being the lowest and best bid meeting <br />specifications, in the amount of $157,118.00. <br />BID #117 - 3-53 DIESEL POWER UNIT <br />The $oard reviewed the following recommendation: <br />20 <br />
