Authorized Public Hearing re Undeveloped Coastal Barriers <br />The Board reviewed the Administrator's memo, as <br />follows: <br />TO: The Honorable Members of DATE: February 8, 1982 FILE: <br />the Board of County. Commissioners <br />FROM: Neil A. Nelson <br />County, Administrator <br />SUBJECT: UNDEVELOPED COASTAL BARRIERS <br />REFERENCES: Skip Bafalis, District 10 <br />Congressman to Hon. Patrick <br />B. Lyons. dated Jan. 20, 1982 <br />DESCRIPTION AND CONDITIONS: <br />The U. S. Interior Department has prepared a set of maps which delineate <br />certain undeveloped coastal areas which, after October 1, 1983, are to be <br />ineligible for Federal Flood Insurance. The Interior Department has pre- <br />pared a full explanation of what is to be considered "undeveloped" and the <br />County staff has received and read this information. The County has been <br />asked to review the maps for revisions based upon the proper definitions. <br />Comment is due March 22, 1982, to Secretary James Watt of the U.S. Depart- <br />ment of Interior. <br />ALTERNATIVES AND ANALYSIS: <br />'Basically, the area delineated as Undeveloped Coastal Barrier includes the <br />land north of Indian River Shores extending north to the Sebastian Inlet <br />State Recreation Area, excluding the Wabasso. Beach area. Specifically, <br />this area includes: <br />1) Section 6, Township 32S, Range 40E. <br />2) Section 1, Township 32S, Range 39E. <br />3) Sections 3,4,9,10,14,15,22,23,25,26,35,06 Township 31S Range 39E. <br />4) Section 33, Township 30S, Range 39E. <br />The above listed areas are all east of the Intercoastal Waterway and; the <br />land from the St. Lucie County Line, northward, approximately 1750 feet <br />(approximately to the northern end of Round Island) specifically described' <br />as follows: <br />A) Portions of Sections 33 and 34, Township 33S, Range 40E. <br />All lying east of the Intracoastal Waterway. <br />Iā€¢luch of the area listed., above is undeveloped (i.e. a density threshold of <br />roughly one structure per five acres of fastland is used for categorizing <br />a coastal barrier as developed) with the exception of: <br />1) In the south portion of the area, significant development has <br />occurred in the Town of Indian River Shores area (many homes <br />6 <br />
