MAR 3 1992 an <br />21. The lack of an experienced -staff is prohibiting a complete program <br />using.various community services. The jail currently uses the <br />local ministers and Jaycees. <br />22. Rules and procedures for the commissary are being written presently <br />and will be implemented April 1st. <br />23. Escape and riot plans are being written at this time. <br />24. Emergency evacuation drills will be started immediately and the <br />results will be recorded. The complete written procedure will be <br />implemented by April 1st. <br />25. Security inspections are now being made and recorded. <br />26. Primary and secondary security doors are currently on separated <br />rings. The keys are secured within the jail office. <br />27. The female inmates are currently being checked every two hours, <br />on a 24-hour basis. <br />28. Procedures for controlling sensitive food items -are currently being <br />put in written form with procedures. <br />29. A staff member will be on each floor as soon as it is equitable. <br />30. The County Commission has been notified by letter of a space shortage <br />and asked to purchase a metal buildi"ng to be placed outside the jail <br />for storage of Sheriff's Department records. The completion of this <br />project should be in the near future. <br />31. A regular cleaning program is now being implemented. <br />32. Replacement of screens will be incorporated with the renovation <br />program and done by section in conjunction with the window and <br />security bar repairs. <br />33. A preventive maintenance program is now in effect. <br />34. Disciplinary procedures are partially completed and in effect. <br />The completion of the procedures will be in the immediate future. <br />35. The attitude of inmates in confinement is now logged. <br />Administrator Nelson explained that Engineer Davis was <br />working with Architect John Calmes in correcting the items. <br />Engineer Davis stated it appeared there were some <br />additional requirements and more money may be needed since <br />the Sheriff needs to have some painting done. He suggested <br />that bids be solicited in accordance with purchasing <br />procedures and then they would come back to the Board with <br />their recommendations. <br />Commissioner Fletcher asked if the County would have to <br />pay for the electrical and plumbing inspections. <br />
