Letter from Kenneth W. <br />County Administrator Damerow to Neil Nelson, <br />dated February 12, 1982 <br />DESCRIPTION AND CONDITIONS: <br />The applicant is requesting Preliminary Plat Approval to divide <br />ll.lo acres into 15 lots. The site is located on the south <br />side of 12th Street, approximately 1/4 mile west of 43rd Avenue. <br />LD -1 (up to 3 units/acre) is the land use classification and <br />R-lA (4.1 units/acre) is the zoning of the proposed subdivision. <br />Glendale Lakes, a 91 lot subdivision, is located to the south. <br />Banvan Acres, a 4 lot subdivision and Kanawha Acres with 15 lots, <br />is located to the west. Idlewild, with 80 lots, is located to <br />the north and the property immediately east is presently zoned <br />A -Agricultural. <br />ANALYSIS: <br />Ingress to the proposed subdivision will be via a currently exist- <br />ing private drive. This drive does not comply with the County's <br />Subdivision Ordinance and is not appropriate to serve the proposed <br />subdivision for several reasons, including: <br />1. The pavement width is 18 feet, where 20 feet is <br />required. <br />2. The pavement does not comply with D.O.T. Greenbook <br />standards which, via Florida Statutes, establishes <br />minimum geometric design standards for public roads <br />and streets. <br />3. There is an existing residence approximately 10 feet <br />from the proposed right-of-way. In the R-lA zone, the <br />minimum front yard setback is 25 feet. <br />4. The curves have a radius which do not meet minimum <br />standards. <br />5. Trees are growing' -in the proposed right-of-way. Many <br />of these trees are -very close to the existing pavement <br />and this creates a hazardous situation. Currently, <br />lawsuits are pending in other counties due to trees <br />acting as hazardous obstacles, close to the edge of <br />pavement. <br />The staff also requested a 15 foot right-of-way dedication on <br />the south property line in order to create a 50 foot right-of-way. <br />This would facilitate the development of a secondary road system. <br />The Subdivision Ordinance in Section 22-54 A(4)(b), A(4)(c) and A(8) <br />states: <br />MAR 3 1982 <br />29 <br />Nox 49 PAA <br />
