He noted that most of the <br />people concerned are in the Gifford area, with just a few <br />being from the South County area. <br />Commissioner Bird inquired about collection. problems, <br />and Mr. Liner reported that out of the 37, only six, who are <br />presently unemployed, are behind on payments on contract <br />fees; they have been paying their 'service bills, but are <br />behind in contract fees. Mr. Liner continued that these <br />people were offered a choice of 18 or 24 months to pay; and <br />there is no interest, but there is a loo handling charge <br />because these payments are handled on a manual basis. <br />Commissioner Wodtke asked what time period Mr. Liner <br />would suggest for reopening the easy payment plan, and Mr. <br />Liner felt a two month period would be sufficient. He noted <br />that if his staff gets to a point where they have more than <br />sixty people on this arrangement, it will become a paperwork <br />nightmare. <br />Motion was made by Commissioner Wodtke, seconded by <br />Commissioner Lyons, to accept the recommendation of Utility <br />Director Liner and start a sixty-day period effective today <br />for the program of deferred payments for water and sewer <br />hook-up with the same guidelines as previously used. <br />Commissioner Fletcher 'stated that he planned to vote <br />against the Motion because he doubted the Board would be <br />willing to allow deferred payments on ad valorem taxes, and <br />it was noted that the Board does not have that authority. <br />The Chairman called for the question.
