On Motion by Commissioner Lyons, seconded by <br />Commissioner Bird, the Board by a 4 to 1 vote, Commissioner <br />Fletcher voting in opposition, adopted the proposed <br />implementation schedule of March 3, 1982. <br />Administrator Nelson discussed the funds needed for the <br />purchase of both Ixora and Treasure Coast Utilities as well <br />as for the shortfall in the South County area where the <br />number of customers has jumped from 2,800 to about 5,000, <br />and recommended asking FmHA for the entire 1.25 million we <br />have remaining. He noted this would minimize bond <br />validation time and expenses, allow for a timely increase in <br />South Beach capacity, and further it would not delay <br />issuance of the Letter of Conditions. Mr. Nelson reported <br />that we have had a fairly good indication from FmHA that <br />they will give us this amount, and he recommended that the <br />Board accept Alternative 2. <br />Commissioner Fletcher discussed the number of people <br />this facility will serve ultimately and contended we would <br />be spending 8.5 million to service 5,000 customers. It was <br />pointed out that we are also connecting Vista Royale to this <br />system so that the number of people would be closer to <br />12,000 than 5,000. <br />Coordinator Thomas noted that you cannot pin down an <br />exact figure because oversized lines have been included to <br />anticipate future growth, and, therefore, basing it on the <br />current number of customers would not be a fair representa- <br />tion. It was further noted that the system is designed for <br />peak demand and not average flow. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Wodtke, to accept Alternative 2 of the <br />Administrator's memo of February 23rd and authorize the <br />Chairman to sign the necessary documents. <br />Commissioner Lyons had a question on the application <br />for federal assistance, noting that it does not specifically <br />MAR 319$2 <br />51 <br />ox <br />6 <br />
