TO: The Honorable Board of <br />County Commissioners <br />DATE: February 24, 1982 FILE: <br />SUBJECT: PROPOSED 100 YEAR FLOOD <br />ELEVATION APPEALS <br />FROM:, Neil Nelson REFERENCES: <br />County Administrator <br />DESCRIPTION AND CONDITIONS: <br />The staff has carried out actions which were approved in the County <br />Commission meeting of January 13, 1982. In the County Commission <br />public workshop of February 10, 1982, the staff was directed to <br />make the public aware of the proposed maps and to have them avail <br />able for inspection. The scheduling of a press conference on <br />February 12, 1982, plus appearing on WTTB's Open House radio pro- <br />gram on February 23, 1982, has informed many -County residents of <br />what is being proposed and how to appeal the proposals. Response <br />to these and other press coverage has been moderate. <br />Several local engineers and surveyors have also taken the opportun- <br />ity to examine and reproduce the proposed maps. Each of these <br />engineers was asked to make comments concerning the maps; as of <br />this date, no comments have been received. <br />ANALYSIS! <br />The. County Commission should hear any appeals which are supported <br />by scientific or technical data. The appeals should be reviewed <br />and consolidated and a determination should be made stating whether <br />the evidence presented is sufficient to justify an official appeal <br />on behalf of individuals by the County. <br />RECOMMENDATION: <br />The staff recommends: <br />1. The public hearing be conducted in the following format: <br />A) Public presentation of appeals. <br />B) County Commission's consideration of appeals. <br />C) Decision on whether appeals will be in the name of the <br />County or individuals. <br />2. The staff be authorized to forward the appeals and accompanying <br />information to the Federal Emergency Management Agency. <br />Pyr. Challacombe emphasized that the Planning & Zoning <br />staff has attempted to make the public aware of the <br />seriousness of the issue.
