Mr. Schuler stated that <br />he has filled out an appeal form and wished to file it. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Wodtke, to close the public hearing. <br />Discussion followed about appeals being made by the <br />County, the municipalities, or individual citizens, and <br />Attorney Brandenburg commented that there were two ads, one <br />including the municipalities, since the original intent was <br />to consolidate as much as possible. He stated that the <br />municipalities can respond directly on their own behalf if <br />they so desire, but there is no problem with Commission <br />consideration of an appeal by the gentleman who lives in the <br />City. The appeals must be submitted by March 23, 1982. <br />The Chairman called for the question to close the <br />public hearing. It was voted on and carried unanimously. <br />Chairman Scurlock stated that he had a strong feeling <br />that the Commission feels there is a great inadequacy in the <br />flood map and study; we have had one or two instances shown <br />of gross errors, and he felt we can take the position that <br />we are not in agreement with the official study. <br />Motion was made by Commissioner Lyons, seconded, by <br />Commissioner Bird, that the Chairman be authorized to <br />forward the appeals heard today and also to express that the <br />feeling of the Commission is that we are placed in an <br />untenable position as far as being able to determine the <br />adequacy of these maps is concerned and that we also are <br />dissatisfied with,the method of rate fixing which funnels <br />together all types of risks in one package. <br />Commissioner Bird asked what it would take to get the <br />additional maps with the sophistication of the map of the <br />hospital area to verify the remainder of the unincorporated <br />area, and it was felt it would be in the area of $300,000 to <br />$400,000; it is a very expensive process. <br />
