Commissioner Lyons hoped we could get the insurance <br />industry to help write the rate portion, and Commissioner <br />Wodtke noted that if the insurance industry would write <br />flood insurance, we wouldn't have this problem. He did not <br />feel it is the federal government's responsibility to extend <br />this coverage in the 100 year flood plain if people build in <br />these places. <br />Commissioner Fletcher emphasized that he would like to <br />encourage the government to get out of the flood insurance <br />business, and Commissioner Lyons stated he would have no <br />objection to including that in his Motion. <br />Discussion followed about making it the individual's <br />responsibility to hire an engineer, determine their own <br />elevation, and meet certain standards if they wish to build <br />in the flood hazard area, but it was noted the problem is <br />that they can't borrow money to build without flood <br />insurance. <br />The Chairman called for the question. It was voted on <br />and carried unanimously. <br />GOVERNMENTAL STREET LIGHTING AGREEMENT - GIFFORD <br />The Board reviewed the following memo: <br />TO: The Honorable.Members of the <br />Board of County Commissioners <br />FROM' eil-A. Nelson <br />County Administrator <br />DATE: February 24, 1982 FILE: <br />SUBJECT: Governmental Street Lighting <br />Agreement <br />REFERENCES: <br />The Board of County Commissioners adopted Ordinance 81-29 at <br />a public hearing August 5, 1981. This ordinance created the Gifford <br />Area Municipal Service Taxing Unit. Within the boundaries of this <br />Taxing Unit the lighting services are provided by both the City of <br />Vero Beach and Florida Power and Light (FPL). <br />The City began installation of the lights and poles Monday, <br />February 15, 1982 in accordance with the adopted plan.
