Scurlock, Jr. 4 ; <br />Chairman <br />Board of County Commissioners <br />Indian River County <br />Vero Beach, Florida <br />V <br />Dear Mr. Scurlock: `V- j' <br />Wednesday morning you will be hearing comments fr(i&t'he public <br />regarding the U.S. Department of Interior's definition of "undeveloped <br />coastal barriers" and "flood -prone" lands in our county. The Vero <br />Beach -Indian River County Board.of Realtors is greatly concerned with <br />the designation of such areas and the subsequent effect that the des- <br />ignation will have on the availability of Federal Flood Insurance as <br />of October 1, 1983. <br />In question are criteria used by the Department of Interior in <br />drawing up its maps of Indian River County. Our research indicates <br />1. use of outdated maps of the county which do not <br />correctly reflect the current development of <br />coastal barrier regions (residential, grove or <br />other) ; and - <br />2. inclusion of areas which are historically.considered <br />non "flood -prone," specifically North county citrus - <br />groves, the Orchid township, portions of John's <br />Island and various individually owned parcels. <br />Therefore, we are of the opinion that the methodology by which <br />the Department of Interimr determined "flood -prone" and "undeveloped <br />coastal bariier" regions is not uniform....is not accurate in reflect- <br />ing the development of these areas .... and is not complete in differ <br />entiating areas which are currently prone to flood from those which <br />have not experienced flooding for over seventy-five years. <br />As a professional organization concerned with the protection <br />of private property rights of landowners in our county, we are <br />directly opposed to sweeping generalizations made by a distant <br />bureaucracy which has demonstrated its lack of knowledge of Indian <br />River County. On behalf of private property owners - individual <br />homeowners as well as citrus grove owners - we oppose the'iridiscrim- <br />inate use of meaningless terminology which, if left unchallenged, <br />may very well precipitate the loss of private property rights to <br />Indian River County landowners. <br />We therefore urge your support of our efforts to modify the <br />maps currently under review, so that they will correctly reflect <br />Indian River County's coastal barrier regions. <br />Respectfully, <br />Vero Beach -Indian River County <br />Board of Realtors <br />r <br />0�� <br />Charles E.
