William J. Stewart, representing Gordon Nutt, came <br />before the Board and referred to the proposed regulations; <br />which are now in the "comment period." He continued that <br />any one who is familiar with the north beach area would <br />logically say that the property was in the early stages of <br />development, and he noted there were no provisions in the <br />proposed regulations for vesting. Attorney Stewart reported <br />that he had called several banks to see if they would make <br />loans for oceanfront property without flood insurance, and <br />they said "certainly not." He thought the whole thing about <br />flood insurance was strange; on one hand the government was <br />using the map for flood insurance, and on the other hand <br />they were saying they are getting out of the flood insurance <br />business. Attorney Stewart also recommended that the Board <br />consider the resolution drafted by Attorney O'Haire. He <br />felt the government was going to take away our planning <br />ability, and he thought the County could do a better job of <br />this by themselves. <br />Charles Davis, representing the Vero Beach -Indian River <br />County Board of Realtors, came before the Board and reviewed <br />the following letter: <br />MAR 10 1982 <br />D <br />Boas 49 PALE 110 <br />
