The Board of County Commissioners recessed briefly at <br />10:30 A.M. and reconvened at 10:50 o'clock A.M. with the <br />same members present. Deputy Clerk Hargreaves took over <br />from Deputy Clerk Caldwell for the remainder of the meeting. <br />Chairman Scurlock listed the various concerns he felt <br />must be addressed: <br />1) Consideration of the citrus industry as developed <br />lands; <br />2) The John's Island development; <br />3) The vesting in the North Barrier Island; <br />4) The Comprehensive Land Use Plan in which the Commission <br />has been actively involved for a long period of time; <br />and <br />5) The issue of local control and the fact that we don't <br />feel the federal government should be involved in <br />subsidization of the insurance business. <br />Commissioner Lyons commented that if we were to -follow <br />the definitions given us, there would be no question about <br />the exclusion of the land that lies north of the John's <br />Island developed portion up to SR 510, and if we were to <br />exclude that, and then turn around and say the definition of <br />developed would include agriculture, we would find ourselves <br />in the position of excluding property that does have site <br />plans, while saying that property that is in citrus is in a <br />position to receive flood insurance, which would be <br />tantamount to saying one could be developed but'not the <br />other. <br />Commissioner Bird expressed great doubt that the people <br />from the Department of Interior would go into a great deal <br />of depth in researching the enormous amount of material <br />submitted to them at the meeting he and Commissioner Lyons <br />attended, and he, therefore, believed the Commission must <br />come up with a precise, well -worded Resolution to encompass <br />all this and to be sure that areas that are specifically <br />MAR 10 1982 BOOK , 49 PAE.122 <br />21 <br />
