Situations have arisen <br />where we needed items more quickly than they could be <br />obtained through State contract, which is the basis of <br />comparison. He informed the Board that a lot of these items <br />were purchased by Constitutional Officers who do not <br />necessarily use the services of the Purchasing Department. <br />Commissioner Bird asked if the Constitutional Officers <br />make their purchases within a certain allotted budget. Mr. <br />Greene believed that the Commission permitted them all to <br />make purchases from the monies set aside, and they <br />apparently went ahead and made those purchases without us <br />officially being made aware of them. <br />In further discussion, it was noted that the purchases _ <br />we have on the books are in excess of the budget by about <br />$1,000. <br />Commissioner Bird felt we should notify the <br />Constitutional Officers that we are over budget. <br />Intergovernmental Coordinator Thomas reported that he <br />has so notified Purchasing, and they have not issued any <br />purchase orders since then. He commented that the total of <br />the list is $54,644 at this time, but it is possible there <br />are some items we have not been billed for as yet. <br />Commissioner Fletcher noted that some purchases had <br />been made from Father & Son Appliances where his cousin is a <br />salesman, and he wished to know if this presented a conflict <br />of interest for him. <br />Attorney Brandenburg stated that it did not because the <br />Motionon the floor is to approve a transfer and these items <br />have been bought already. <br />The Chairman called for the question. It was voted on <br />and carried unanimously. <br />Assistant Administrator Greene asked if he could <br />suggest that any additional purchases should be made through <br />County Purchasing so we can establish a control. <br />
