MAR 1'71982 <br />M 9 cnr244 <br />There are two alternatives recommended for consideration in this matter <br />and are as follows: <br />1. The Board of County Commissioners approve the assignment <br />of Beindorf and Associates, Inc., interests in the joint <br />venture to Sverdrup & Parcel and Associates, Inc. <br />A. Engineering services under contract would be single <br />source with respect to performance and responsibility. <br />B. Letters would be required confirming no detrimental <br />effects on existing Bonds or Loan obligations. <br />2. The Board of County Commissioners not approve the assignment <br />of Beindorf and Associates, Inc., interests to Sverdrup <br />& Parcel. <br />A. No change would occur with respect to the existing <br />relationship the County has with the joint venture. <br />B. The two engineering firms would be restricted in their <br />pursuit of business. From the County's position, <br />Sverdrup & Parcel desires to perform work for Indian <br />River County and Beindorf and Associates desires to <br />work in the private sector. <br />,L <br />REC01%2MENDATIONS AND FUNDING <br />It is recommended to approve Alternative 1 thereby approving the <br />assignment of Beindorf and Associates interest in the joint venture <br />contracts with Indian River County to Sverdrup & Parcel. <br />Sverdrup & Parcel has submitted an assignment document to the Attorney's <br />Office for review. The document has been executed by both Engineering <br />Firms and is attached for review. <br />Attached for review and consideration are letters from the County's - <br />Bond Counsel stating no detrimental effects would occur on approval <br />of the assignment and from Farmers Home Administration a statement <br />indicating concurrence.of the assignment. <br />.. <br />It is further recommended the Chairman be authorized to approve the <br />attached assignment document: <br />Engineer John Robbins of Sverdrup & Parcel and <br />Associates, Inc. reported that his firm and the firm of <br />Beindorf and Associates, Inc., have been in business <br />together with Indian River County for about 11 years, and it <br />is now time for them to go their different ways. It is the <br />desire of Sverdrup & Parcel to continue with the County. <br />Mr. Robbins continued that he met with the Acting State <br />Director of FmHA in Gainesville, and it was indicated that <br />FmHA will be in formal concurrence when the Board indicates <br />approval of the proposed assignment by Beindorf and <br />Associates, Inc., to Sverdrup & Parcel and Associates, Inc. <br />
