RECEIVED <br />Assistant to the County Administrator <br />1840 25th Street MAR it <br />Vero Beach, Florida 32960 <br />Re: Indian River Court House <br />Air Contamination <br />Dear Dr. Hardin: <br />As requested by you and Commissioner Pat Lyons a review of various <br />reports made by official agencies and private consultants regarding <br />air contamination in the Indian River Court House was made on M. 99 <br />1982. In addition a walk-through survey of the Court House was made <br />in the company of one of your aides, Lynn Williams. <br />The reports of HRS of Florida dated may 26 and Sept 16, 1981 and <br />that of E & D environmenta'.;.Inalys�s and design, inc. dated July 20, <br />1981 were carefully read. Their findings regarding formaldehyde <br />confirm its presence in some areas with -a decrease in levels with <br />time. The various measurements on solvent vapors, carbon monoxide, <br />carbon dioxide and comments on pigeon droppings, asbestos and ventil- <br />ation modifications were noted. As a practicing Industrial Hygienist <br />for over forty years I find their methods of sampling9'analysis and <br />recommendations to be sound. To hire me would result in a similar <br />approach to the alleged problem with probably similar results and <br />recommendations. Such an expenditure would be unfair to the citizens <br />of your county. <br />It is understood that a study of actual air flows in the ventilation <br />and air conditimning systems in the Court House was conducted on . <br />Feb. 239 1982 by Mr. K6smeiryo Were I hired by you this would have <br />been a part of my survey. A report on Mro Kesmeiryts findings was <br />not yet in your file, thus no comment on this subject can be made <br />by me. <br />I conclude from the review of others reports and the walk-through <br />survey of the interior and roof of the Court House that your office <br />has systematically studied this alleged problem in a manner consis- <br />tent with good Industrial Hygiene practice. The comments made by <br />those other investigators regarding the lack of any health hazard <br />from formaldehyde or other contaminants is well based on their data. <br />Assuming there are no dramatic findings by Mr. Kesmeiry in his air <br />flow studies, I suggest that no further recommendations are required. <br />Occasionally in my type of work a hysterical reaction to slight <br />odors occurs. I would hypothesize that this is the case at the Indian <br />River Court House.
