2) lVith the County owning the mains in=.the vicinity of Vero Mall, with <br />this transFer, Indian River County can augment the planned inter- <br />connection with a water main route that runs from the Vero Mall <br />cast of the railroad tracks to the elevated water storage tower <br />at the old slid -Florida site. This interconnection is required for <br />both fire flow and improvement to the existing distribution system <br />as required by flow analysis. <br />Clian�e Item #3 is a task of.de-watering the south side of Oslo <br />Road on the east side of U.S. #1 to provide for water main stub -out <br />across Oslo Road. The cost of this is $1,500.00 and the work has already <br />been done. This work provided a future connection from'Oslo Road running <br />southward without having to come back at a much higher cost, (estimated <br />to be between $3,500.00 and $5,500.00). Before this work was done, <br />discussions were held between the Utilities Department, the consulting <br />enineer and the County Administration. It was decided to proceed with <br />the work because the contractor was set up to do the work at that time. <br />Alternative and Analvsis <br />The Alternatives to each of these items are as -follows: <br />1) Eliminating this change will increase the price to do this same <br />woi,� at a later date and also present complications by -this same <br />or a different contractor at the time the proposed type of tap <br />is installed. It is felt that the low unit prices bid by this <br />contractor will save the county money in the long run. <br />2) The alternative of not relocating the meter under this change <br />order would be to go for bids to have. the same work done as one <br />alternative, another alternative would be to not do it al all <br />which would put the county into an unsafe or more expensive solution <br />to providing the back-up water connection to the elevated storage <br />tower. <br />3) The fact that the work was authorized previously and has already <br />been performed leaves us without an alternative in this case. <br />Recommendation and Funding <br />The administration and staff and engineering consultant recommend <br />the approval of the change order as proposed totalling to $13,600.00 <br />for all three items. Upon approval by the Board of County Commissioners, <br />this change order will be forwarded by the engineering consultant to <br />Farmer's Home Administration to have this work covered under the existing <br />contractural arrangements with Scarborough and Farmer's Home Administration. <br />Until the refinancing is completed with the Farmer's Home Administration, <br />this cost should come from the project contingency fund. <br />On Motion by Commissioner Wodtke, seconded by <br />Commissioner Lyons, Commissioner Fletcher voting in <br />opposition, the Board by a 4 to 1 vote, accepted the staff <br />recommendation and approved Contract Change Order #1, South <br />County Water System, in the amount of $13,600. <br />MAR 171982 98 <br />A. ooP 49 PAE 241 <br />
