Administrator/Personnel Dir. <br />This is in response to a request from Thomas C. Palmer, Esq.. <br />It is recommended that from the data herein presented, it be given <br />formal consideration by the County Commission. <br />1. Descriptions and Conditions: <br />On February 10, 1982, Thomas C. Palmer, Esq. addressed corres- <br />pondence to the Honorable Chairman of the Board of County <br />Commissioners objecting to being charged twenty-five cents (250) <br />per page for copies of County public records copied in the County <br />Commission office. The complainant quoted Section 119.07 (1) <br />of the Florida Statutes which sets the cost of copying general <br />public documents. Complainant.further asked the County to <br />ascertain by a study P <br />the actual cost of copies and reduce the <br />cost charged to the'public in accordance with the findings of <br />the review. The Chairman of the Board forwarded Mr. Palmer's <br />letter to the County Attorney for comment. On March 1, 1982, <br />County Attorney Gary'BranAenburg, responded to the Chairman <br />citing the pertinent part of F. S. Section 119.07 and suggested <br />that the County establish by administrative order, a firm policy <br />on the charges for duplicating public documents to include (1) <br />The actual cost of duplicating and (2) A definition of circum- <br />stances when the "nature or volume" of records requested require <br />extensive clerical or supervisory assistance and the reasonable <br />charge for such service. At the direction of the Assistant <br />County Administrator, the Staff of General Services Department <br />completed an extensive review on March 31, 1982. Staff compiled <br />associated expenditures which includes purchase of paper, toner, <br />dispersant, floor space, equipment base costs or depreciation, <br />maintenance fees, record-keeping, office supplies, collating and <br />fastening (as required), supervisory time, clerical and/or <br />secretarial efforts. The six (6) months average operational <br />.expense was four thousand five hundred forty dollars and sixty- <br />nine cents ($4,540.69). Average total copies was fifty-five <br />thousand three hundred seventy-four (55,374). Staff arrived <br />at a cost of ($0.082) per copy. <br />64 <br />
