Staff checked local governmental agencies and found that <br />machines are placed in those agencies for public use by an <br />independent company at no cost to the agency except electricity. <br />A percentage is returned to that agency for allowing them to <br />place the machine there. Cost to customer is 250 per copy. <br />Local library has purchased machine for public use and charges <br />150 a copy for letter size and 200 a copy for legal size. <br />Indian River Community College has a copy machine placed by <br />an independent company. No rental charge is made. Company <br />gets all profit but returns $50.00 per month for space occupied <br />by copier. Copies are 150 each. All machines are user operated. <br />As a result of this study, staff contacted two (2) firms to <br />develop an interest in possible placement of a copy machine <br />in the County Administration building for use by general public. <br />Copy Products of Florida in Tampa has indicated a desire to <br />install a coin operated copy machine, maintenance free, all <br />supplies furnished and service every two (2) weeks. A $5.00 <br />cash box to reimburse customers is also furnished. At end of <br />each month, a summary of copies run is given and County would <br />receive 20% of total receipts. <br />2. Alternatives and Analysis: <br />A) Accept the offer as stated by Copy Products of Florida and <br />'instruct staff,to discontinue public copy service in Copy <br />room. <br />B) Instruct staff to seek out other firms who may provide same <br />service. <br />C) Establish by administrative order a public copy fee of <br />100 per page to cover.associated costs. <br />3. Recommendations'and Funding: <br />Staff recommends the approval of Alternative "A" with instruction <br />to pursue a similar arrangement for the Indian River County <br />_Court House. <br />No funding is required. <br />Commissioner Fletcher commented that he has been <br />informed that by law the County cannot charge more than <br />their cost of copying, and he wished to know how this <br />relates to putting a copier in the hall and charging. <br />Attorney Brandenburg noted that in the event the <br />Commission did decide to set-up a duplication system where <br />machines are placed in halls, the actual cost to the County <br />would be 250 per page. <br />Motion was made by Commissioner Fletcher, seconded by <br />Commissioner Bird for purposes of discussion, to accept <br />Alternative C and establish a public copy fee of 100 per <br />page. <br />65 <br />APR 71982 <br />wK 49 P*332 <br />
