Lyons <br />DATE: March 23, 1982 FILE: <br />SUBJECT: Funding for Day Care <br />Centers <br />REFERENCES: <br />It is not often that you will find me asking for grants in <br />the welfare area. However, here is a way to save welfare money <br />and get people out of the welfare rut by spending a little money. <br />Turner's and Moore's Child Care Centers provide care to <br />young children so that parents can work.. Currently, 25 slots are <br />funded through Title 20_ as follows: <br />122% Local March <br />75% Federal (Title 20) <br />The program started here in 1979-80 and the local match was <br />provided by Coca Cola - $4,800. Coca Cola withdrew in this area <br />last year and the 122% was funded as follows: 64% United Fund <br />and 64% (about $2,400) by fund raising from the citizens of <br />Gifford. This was to last through September 1982. The State has <br />now moved up its budget year and asks that the 1982-83 budget <br />requests be filed in April with new local match. This creates a <br />big strain on the Gifford fund raisers. <br />The 25 slots provided by this program lets people who were <br />on welfare, or who would be on welfare, have child care while <br />they work or go back to school The hours of the centers are from <br />6':30 A.M. until 5:00 P.M. so that the parent can work. This gets <br />people out of the welfare rut and gives`them a chance to begin <br />helping themselves. In the long run we all save money. <br />I hope you will see fit to authorize $2,400 to this program. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Bird, to authorize $2,400 local match from the <br />coming budget for the Day Care Program, the funds to come <br />from the County Commission Contingency Fund, Account No. <br />001-199-513-99.91. <br />Commissioner Bird noted that the 122% and 75% -do not <br />add up to 100%, and Commissioner Lyons explained that the <br />State comes up with the other 122%. <br />Finance Officer Barton assumed this is merely a <br />commitment toward's next year's budget and that we will not <br />67 <br />APR 7 1982 . faf-, <br />
